The House of Representatives led by Speaker Alan Peter “Compañero” Cayetano mourns the passing of veteran lawmaker Rep. Rodolfo Bagunu Albano, Jr. (Party-list, LPGMA) last Tuesday at the age of 85.
As respect to Rep. Albano, who served during the Interim Batasan and the House of Representatives in the 7th, 10th, 12th, 15th and the present 18th Congress, the flag at the House is flown half mast. The House Members, at the opening of the plenary session on Wednesday, prioritized the adoption of House Resolution 492 which extends the lawmakers’ profound condolence to the bereaved family.
The House will hold a necrological service in Rep. Albano’s honor on Thursday at the plenary hall after the 9am Requiem Mass. Rep. Albano’s remains will be brought to the House of Representatives from the Heritage Memorial Park in Fort Bonifacio, Taguig City. On Saturday, his remains will be brought to their family residence in Cabagan, Isabela.
The son of Delfin and Alfreda Albano, Rep. Albano was born on March 27, 1934 in Quezon City. He finished law at the Manuel L. Quezon University in 1958. He first worked as Secretary of his father, a Representative at the House of Representatives from 1957 to 1959. His political career began when he was elected Vice Governor of Isabela in 1960 and served as such until 1964. Then he was named Member of the Board of Directors of the National Tobacco Administration (1966 to 1967) and appointed Presiding Judge of the Circuit Criminal Court XVI Judicial Branch in Davao City (1975-1978). Eventually, he was elected Representative of the then Lone District of Isabela during the 7th Congress (1969 to 1972).
He was Deputy Minister of State for Region 2 in the Interim Batasang Pambansa (1978 to 1984). Then he was elected Representative of the First District of Isabela for three consecutive terms with the following leadership positions: Minority Leader, 8th Congress (1987 to 1992); Senior Deputy Majority Leader, 9th Congress (1992 to 1995); and Majority Leader, 10th Congress (1995-1998). He was back in the House of Representatives in the 12th Congress (2001 to 2004).
Rep. Albano is also well-remembered for his effective chairmanship of the Energy Regulatory Commission (2004 to 2008). After his ERC stint, he went back to the House of Representatives during the 15th Congress (2010 to 2008). Then he served as Mayor of Cabagan, Isabela (2013 to 2016). Finally in the May 2019 elections, he was elected Representative of the Party-list group LPGMA in the 18th Congress.
He was married to the late Josefina Taguinod-Albano. He is survived by their children Rodolfo lll, the incumbent Governor of Isabela; Mari Sol Albano-Fernandez; Emmanuel; Mila Albano-Mamauag; Antonio “Tonypet”, the incumbent Representative of the First District of Isabela; and Dr. Lourdes Martina Albano-Africa.
