The House of Representatives under Speaker Lord Allan Jay Velasco concluded the debate on the General Provisions and Principles of House Bill 7727 or the General Appropriations Bill for 2021 on Friday. Committee on Appropriations Vice Chairman and Albay Rep. Joey Salceda described the proposed budget as “an economic pandemic response”. In response to Albay Rep. Edcel Lagman’s query, Salceda, sponsor for the 2021 GAB, said that out of the P4.5-trillion national budget, the amount of P893 billion is earmarked for the continuation of government’s response to the COVID-19 pandemic. The allocation for the pandemic response for health is P65 billion to P67 billion while the rest is for the economic response to the health crisis. “We have almost seven months of inactivity in our markets, the lack of confidence by our consumers, our businesses, as well as others, so for me, the entire budget is an economic pandemic response budget,” Salceda said. He added the health pandemic response has been preemptively procured last year though the Bayanihan Act 1 and Bayanihan Act 2.
