The House Committee on North Luzon Growth Quadrangle chaired by Rep. Ramon Guico III convened Monday for an online briefing by the Department of Agriculture (DA) and the Philippine Center for Postharvest Development and Modernization (PhilMech) on their intervention programs for farmers and fisherfolk affected by COVID-19, particulary those in Regions 1, 2, and Cordillera Administrative Region (CAR). DA Secretary William Dar said the agriculture sector needs additional support from Congress since it was one of the sectors hardest hit by COVID-19. He reiterated DA’s call for Congress to approve the stimulus package on funding for farmers from the agri-industrial hub system of Northern Luzon. Among the issues raised by Members were the non-inclusion of rice producing municipalities in the Philippine Rice Industry Roadmap, livelihood programs for fisherfolk living in coastal areas like the issuance of bigger boats to maximize productivity, and programs for water impounding or waster harvesting.
