Department of Social Welfare and Development (DSWD) Undersecretary Danilo Pamonag confirmed to House Members on Monday that there have been double payouts to some beneficiaries of the Social Amelioration Program (SAP) despite the printing of barcodes on the SAP forms. During the joint meeting of the House Committees on Good Government and Public Accountability, and Public Accounts, Deputy Speaker Luis Raymund Villafuerte Jr. raised that the barcodes failed to serve its purpose to efficiently distribute cash aid. Villafuerte said that some distribution sites are not even equipped with barcode readers, with local government workers resorting to the time-consuming process of manually verifying names of beneficiaries. He called on DSWD to reconsider the use of barcodes as their printing has only led to roadblocks in the seamless implementation of SAP. The panel was jointly presided by Committee on Good Government and Public Accountability Chair Rep. “Kuya” Jose Antonio Sy-Alvarado and Committee on Public Accounts Chair Rep. Michael Defensor.
