The House Committee on Labor and Employment chaired by Rep. Enrico Pineda (Party-list, 1-PACMAN) on Wednesday approved House Bill No. 1116 which seeks to hold private employment agencies (PEAs) accountable for any theft of valuables or property perpetrated by the persons they recommend for employment as household help. The bill seeks to amend Republic Act No. 10361 or the “Batas Kasambahay”. Rep. Lito Atienza (Party-list, BUHAY) said it is the duty of the PEAs to conduct the proper background check and screening of household help before they are recommended for hiring to ensure the safety of their prospective employers and their property. In the same hearing, the panel created a technical working group (TWG) to consolidate and come up with a substitute bill to four measures seeking to provide protection and incentives for freelance workers — House Bill Nos. 1527, 2019, 3219, and 3951.
