BALLOT OPTIMIZATION QUESTIONED

House Minority Leader and Committee on Public Accounts Chairman Danilo Suarez and party-list lawmakers questioned the ballot optimization rationale of the Commission on Elections in deciding to put the party-list names at the back of the ballots for the May 2019 elections. During the Committee on Public Accounts hearing on Monday, Suarez showed sample ballots used in the 2010, 2013, 2016 and 2019 elections wherein the party-list names were printed in the front of the ballots except in 2019. Garbin said the 27 million total votes cast for the party-list election as compared to 63 million registered voters was way below what they expected. “That’s below 50 percent. We even call it failure of elections on the part of the party-lists," he said. Also in photo are Reps. The committee resumed its hearing on audit observations and recommendations of contracts for supplies and services in automated elections.
