Former President and now Speaker Gloria Macapagal-Arroyo spearheads the groundbreaking ceremony on Tuesday for the Integrated Disaster Risk Reduction and Climate Change Adaptation (IDRR-CCA) Measures in Low-lying Areas of Pampanga Bay Phase 1 in Minalin, Pampanga. According to Speaker Arroyo, the project upon its completion shall pose less flooding, faster draining of floodwaters, less distraction of trade and commerce, and less occurrence of waterborne diseases. The Speaker noted that the project fund was requested during her presidency, approved in the Aquino administration, and now being realized through the leadership of President Rodrigo Roa Duterte under his Build, Build, Build program. “The project that we are launching today is perfect proof that if we are all united across administrations and within administrations, we can do so much for the good of the people of Pampanga and the Philippines,” she said. Among those who graced the occasion were Korean Ambassador Han Dong Man, DPWH Secretary Mark Villar, DPWH Undersecretary Emil Sadain, DPWH Project Director Patrick Gatan, Pampanga Governor Lilia Pineda, Pampanga Vice Governor Dennis Pineda, and Rep.
