FEDERALISM OR AMEND LGC?

The House of Representatives Policy and Budget Research Department (CPBRD) and the Philippine Institute for Development Studies (PIDS) jointly organized on Tuesday the forum "Why Pursue Federalism? Why Not Just Amend the Local Government Code?" The forum presenters were CPBRD Director-General Dr. Romulo Miral, Jr., PIDS Senior Research Fellow Dr. Rosario Manasan, and Ateneo de Manila University Dean of School of Government Dr. Ronald Mendoza. Miral said under the present government setup, the centralization of revenues created a common pool resource which caused problems such as fiscal illusion and weak fiscal discipline, weak allocative and operational efficiency, tolerance of corruption, as well as patronage politics and political dynasties. Manasan said the choice is to adopt a federal system of government or reform the fiscal aspect of the Local Government Code (LGC). The choice depends on one's assessment and valuation of potential benefits and risks involved, she said. Mendoza said political dynasties lead to deeper poverty in the country as he cited the need to align resources with accountability.
